SDK20 and REV15 support

WIP work on fixing the issues with launching games using the new version 20 SDK and REV15 audio revision

this is an experimental change and is not guaranteed to work.

• Fix HID sample number mismatch
• Fix no-controller causing a crash
• Add REV15 support
